Working Group 1: Investment

Increase predictable and durable investments
While significant investments were made in oxygen during the most acute phase of the COVID-19 pandemic, funding is at risk of not being sustained. GO2AL will work to attract new multilateral and private/philanthropic donors for oxygen, while also continuing to encourage countries and donors to continue to protect the investments that were made during the pandemic.
Objectives: drive, consolidate and sustain investments
Outputs/activities:
- Targeted engagement with donors, DFIs, private philanthropy and other funding stakeholders
- Joint fundraising for priority resource mobilization efforts:
- Work with international funders to prioritize oxygen co-financing within national ministry budgets (Health, Finance etc.)
- Support select LMICs to apply for funding and advocate for domestic resource mobilization
- Develop new public-private partnerships
- Develop and promote innovative financing and business models
Expected outcomes:
- New multilateral and private/philanthropic donors for oxygen secured
- Additional investment in oxygen systems by donors and countries, including more visible, demonstrable domestic resource mobilization
- More efficient, coordinated mobilization of funding from all available sources and comprising multiple financial instruments such as grants, loans, guarantees and innovative financing and business models
Targets 2030:
Contribute to raising an additional US$ 4 billion from international donors and DFIs and support countries to close their oxygen funding gap
