US$ 50 million needed to power the collaborative and achieve results
To enable the functions of GO2AL and the Coordination Group and to power each of the working groups, GO2AL is seeking US$ 50 million in total through 2030 to fund its Operational framework as shown in Figure below. The dynamic budget begins modestly in 2025 before peaking in 2027 and then tapers as countries assume more responsibility to sustain their oxygen systems independently.
The operational budget is lean, with 14% of the total budget allocated for Coordination Group staff, 9% for cross-cutting activities and 77% for all working group (WG) activities – this entails WG1 (Durable Investment), WG2 (Innovative Supply Chains), WG4 (Advocacy) and WG5 (Strategic Information) each being allotted 13% of the budget, and WG3 (Country Support) being allocated more than the other working groups totaling 25% of the budget. This budget allocation reflects GO2AL’s commitment to country support first and foremost, along with support for the necessary components of a robust oxygen ecosystem. Compared with other similar collaboratives GO2AL is exceptionally efficient, with a programme to supporting staff ratio of 6:1.

Currently, the GO2AL Coordination Group has less than two full-time staff and an initial commitment of US$ 2 million to fund its collaborative activities – more investment is needed for GO2AL to fully equip the Coordination Group and to begin the funding and coordination of prioritized co-created activities and global goods.
The US$ 6–12 million that GO2AL is seeking per year is just a fraction of the millions already being spent annually on oxygen systems by countries and donors.
By 2030, if GO2AL is fully resourced with US$ 50 million and fully operationalized as projected in the Figure, it will have contributed significantly to raising an additional US$ 4 billion of international and development funding to support prioritized countries to make substantial progress towards closing their oxygen access gaps. Supply chains will be strengthened with more reliable and innovative products, oxygen will be recognized as a vital component of a resilient health system, and there will be regular reporting of annual progress toward achieving the goal of universal oxygen access. This vision is entirely achievable and worth the investment.
Urgency – every moment counts
As the COVID-19 pandemic showed, effective Pandemic prevention, preparedness and respons (PPPR) is not possible without oxygen. By investing in oxygen system strengthening now during pandemic peacetime, the faster the world will be able to respond to surge needs during the next respiratory pandemic.
With support, GO2AL can save lives now. Investing in GO2AL’s Operational Plan is not just a choice; it is an urgent necessity to ensure that no hospital and no patient is left without oxygen, especially during life’s most critical moments.
